Impact of Lines of Credit (LOCs) on the future of India’s development cooperation: Causes and implications of the gap between allocation and disbursement of credit

Summary: As Lines of Credit (LoCs) gain importance in India’s development cooperation (IDC), it becomes necessary to reflect on their implementation. This paper examines some of the causes behind the increasing gap between India’s commitment in providing LoCs to other developing countries and the actual disbursement of these funds. It also attempts at identifying some of the causes for this gap on both India’s as well as the partner country’s end and possible implications that it could have on the future of IDC. As the use of LoCs grow, they have the potential to change the face of IDC for the better or for the worse.
